Tommy was born on September 13, 1955 to Eli and Mattie Looney-Fisher. He was raised in Weleetka, and attended school and was a proud Weleetka Outlaw football player. After graduation he went to Haskell Jr. College, in Lawrence, Kansas and played football for the Fighting Indians.

Preceding him in death were his parents, three sisters, and six brothers.

Survivors are his three loving sisters, Rainey, Nelly, and Sarah Micco, along with a host of nieces, nephews, and friends.
